European Handbook for Defence Procurement - Call for MOD and Industry Experts

The European Handbook for Defence Procurement (EHDP) contains references to standards and standard-like specifications commonly used to support defence procurement contracts, as well as guidance on the selection of standards and
standard-like specifications to optimise effectiveness, efficiency and interoperability.

Please note: Many standardization stakeholders within the European nations are keen to get more informed advice and direction regarding the selection of standards for use in defence applications. Consequently, there is strong support to make the EHDP the primary source for the selection of best practice standards.

The kick-off meeting for EHDP Phase III is scheduled for Thursday 8 October 2009 (09.30 - 16.15 hrs) in the CEN Management Centre, Avenue Marnix 17, B-1000 Brussels.

Phase III includes revisiting the standards identified by the first 8 Expert Groups to ensure the list of documents and guidance material is up to date and represents best practice. Expert Groups 1-8 cover:

  • NBC detectors
  • Energetic materials
  • Fuels and lubricants
  • Batteries
  • Packaging
  • Electrical interfaces
  • Electromagnetic environment
  • Environmental engineering

Experts who participated in Expert Groups 1 to 8 and other interested experts are invited to provide notification of their interest in attending the kick-off meeting - details can be found below.

Phase III also includes the creation of 3 new Expert Groups to cover:

  • EG17 Reliability and Availability
  • EG18 Waste Management
  • EG19 Disposal of Munitions

Experts have already been identified for EG 17 and EG 19 but experience has shown that some nations provide multiple attendances usually from the defence industries. Once again, interested experts are invited to provide notification of their interest in attending the kick-off meeting - details can be found below.

The Role of Industry in the Development & Application of Standards

It is recognized by the European Defence Agency (EDA) that Defence Industries have the greater experience in the application of standards (both civil and defence) for defence purposes, and therefore the role they play in the development and application of standards is critical to defence procurement. As a result, the European Defence Agency (EDA) commissioned 'The Study into the Role of European Industry in the Development and Application of Standards' which is now available.

Role of European Industry in the Development and Application of Standards - Help Wanted with EDA Study

Are you experiencing problems in the development and application of standards?

It is recognised that the Defence Industries have the greater experience in the application of standards (both defence and civil) for defence purposes and therefore, the role they play in the development and application of standards is critical to defence procurement.

The European Defence Agency (EDA) has let a contract for a study into the role of "European Industry in the Development and Application of Standards". Consequently, the contractor is searching for more specific and detailed opinions on the following issues:

  • different industries - different involvement in defence standards development process;
  • more or less industrial participation required - improve the MoD/Industry interfaces;
  • gaps in industrial involvement in decisions relating to standards;
  • use of standards in defence contracts - use of US standards - need for EU standards;
  • civil standards in defence environment - defence requirement maintained in civil standards;
  • problems encountered with standards during the life of the contract - tendering, contracting;
  • maintenance of old equipment built to superseded standards;
  • reduce or improve the proliferation of standards;
  • your views on "prescriptive" and "performance" based standards.

It is especially important to understand the opinions of small/medium and large size industries in order to determine a compromise position.

Similarly, it is important to understand the MOD Subject Matter Experts' appraisal of the role played by Industry and whether improvements can be introduced.

Therefore, if any MOD and Industry personnel are interested in presenting their points of view and/or being involved in any subsequent discussions including a potential workshop at EDA HQ, Brussels, please contact me at the MOD's UK Defence Standardization organisation in Kentigern House, Glasgow.

EMC - Penetration Systems for Electrical Cables and for Pipes through
Bulkheads and Decks

The European Defence Standards Information System (EDSIS) was originally established to allow nations to communicate their major materiel standardization projects (new defence standards and existing defence standards that were subject to major modification) and invite other nations to participate in their development e.g. the dual national standard German VG 97000/UK Defence Standard 68-118: De-icing/Anti-icing Fluids for Aircraft Runways where there was participation and endorsement by other nations.

Other stakeholders from government and industry are able to express their interest in joining the projects through the EDSIS open website.  This cooperative working enables standards to be developed, recognised and used by a number of parties.  Thus the EDSIS acts as the catalyst for the development of internationally accepted defence standards, helps reduce the dependence on national defence standards and fulfils an important recommendation from the Sussex Study (Study on the Standardisation Systems
in the Defence Industries in the EU Member States and the USA).

Scope

This standard applies to penetration systems to assemble penetrations for electrical cables and for pipes with the following properties: fire-retardant, gastight, water pressure tight while maintaining existing emc-zones or requirements. Preferably for navy vessel application. No corresponding civilian standard available.

Therefore, anyone interested in participating in the aforementioned project, or any other listed project, should register their interest via the named website.

Def Stan 00-18 Avionic Data Transmission Interface Systems Series Review

On behalf of the Dir Safety & Engineering, DE&S, the ASSC is currently conducting a review of the extant sections of the Def Stan 00-18 series and is canvassing the knowledge and opinion of users of data-networks and interface standards in general. The output of the review will give the Dir Safety & Engineering a better appreciation of the currency of the technical content and the use of the different parts of Def 00-18 by suppliers in the UK defence market.

Ultimately, this information will be used to support decisions on whether parts of these standards will be maintained or cancelled. This is inline with other DStan initiatives which will ensure that the portfolio of Def Stans is as taut as possible.

EUROPEAN HANDBOOK FOR DEFENCE PROCUREMENT - THE EHDP NEEDS YOU!

The development of the European Handbook for Defence Procurement (EHDP) continues and three new Expert Groups (EGs) are being established by the European Committee for Standardization (CEN) Workshop 10 to look at key subject areas:

  • Expert Group EG 17: Reliability and Availability
  • Expert Group EG 18: Waste Management
  • Expert Group EG 19: Disposal of Munitions

The aim of the EDHP is to provide guidance in the selection of best practice standards.

The most important criterion for a WS 10 Key Area is the existence of an appropriate number of standards to select the best practice one. This means that in a relatively new area of technology (e.g. Unmanned Land Vehicles) there may not be a sufficient number of standards to assess or indeed no standards at all.

At this point it is important to remember that the goal of WS 10 is not to create new standards for areas where a lack of standards has been identified but to select the best practice standard(s) for an area where a number of similar standards are "on the market".

It is expected that the Kick-Off-Meeting for WS 10, Phase III will be held early in 2009 and therefore MOD and Industry experts are urgently required to populate these three new Expert Groups.
