Can you send me all the Defence Standards?

We have approximately 2,000 and we ask our customers to only request the hard copy documents that they actually need at that time. You may however download as many documents as you like from the website! (Please note the section on handling charges for hard copies)

Can I have more than one copy?

It is our policy to supply only one copy of each document to any company. However, Defence Standards can be reproduced locally, following the guidelines on the reverse of each Defence Standard. This procedure applies also to amendments.

Do I need a contract number?
 
 
 

Only if you are non-MOD and requesting Classified documents. It must be a current MOD contract that identifies your need for the document in question. Without it you will not be sent the document requested. This must be forwarded to our office in writing; along with the contact details of the MOD Project Officer (unfortunately a telephone call will not suffice). Defence Standards in the 07 and 08 series will normally only be supplied to prime contractors to the UK MOD. Sub contractors MUST apply through the prime contract office.

Are standards available in Electronic format?

A large number of Defence Standards are available electronically. Please view our website site for the latest information. It is our intention to make available all extant Defence Standards in PDF format, but this will take a period of time.

Can you fax these Standards to me?

No. Apart from the security reasons, most of our documents are double sided and anything from 20-600 pages in length!

What has happened to our request?

Normally our documents are sent by second class post. We can, in exceptional cases, send by first class post, and this should be specified at the time of request. We have had problems in the past where we have only been given part of an address, no department, no name etc, and this can lead to delays in delivery, and often confusion in the receiving post-room. Please ensure that you supply your full name and postal address when placing an order.

Where do we get Naval Engineering Standards (NESs)?
 
 

Following the harmonisation of Naval Engineering Standards (NESs) with Defence Standards, DStan is now the publishing authority for all Naval Defence Standards (NDSs) and they may be obtained in the same manner as Defence Standards. All NESs have now been re-covered and renumbered as Defence Standards and a cross reference list is available on our website. Additionally, we now supply the SSCP and SSP Documents. Contact the DStan Helpdesk for details.

Where do we get Defence Contracts (Def Cons), Air Publications (AP), Books of Reference (BR), Contracts Branch Forms (CB Forms), Aviation Publications (AVP), Joint Service Publications (JSP) and General Conditions Stores (GC Stores)?

All of these documents are distributed from Defence Storage and Distribution Centre Llangennech [DSDC(L)]. Their telephone numbers are 01554 822x 322/400/422/536/533 for the Customer Care Desks in DSDC(L). Classified Defence Standards will not be subject to a handling charge and will be issued, at no cost, in accordance with the requirements laid down in Def Stan 00-00 Part 2, Issue 2 and JSP 440.
Hard Copies of Unclassified Standards that are available to download from the DStan Website
A handling fee of £50 per document for all customers.
Unclassified Standards that are currently only available in Hard Copy
A handling fee of £50 per document for all customers in the UK and overseas excluding:
a. MOD Users.
b. Users in MOD Agencies.
c. Defence contractors and their sub-contractors in the UK and overseas provided they are able to supply a MOD contract or ITT reference number at the time of making the request. The DStan Helpdesk will confirm the validity of the reference number with the MOD Contracts Bulletin.
d. Government organisations and departments of NATO countries.
e. Government organisations and departments of ABCA countries ( Australia , Britain , Canada , and America ).
f. Government organisations and departments of Partners for Peace (PfP) nations.
g. The British Library and other national UK libraries.

Can I have a classified document?

Yes if you have a current MOD contract that identifies your need for the document in question. This must be forwarded to our office in writing (requests cannot be made by telephone) along with the contact details of the MOD Project Officer. Defence Standards in the 07 and 08 series will only be supplied to prime contractors to the UK MOD. Sub contractors MUST apply through the prime contract office.

How do I get the Index of Standards Automatically?

The index is available electronically from our website <www .dstan.mod.uk>

What is the latest issue of...?
 

The website is normally updated on a weekly basis. It is an accurate reflection of the current status of a document. However, we are always happy to receive calls and to provide help with any queries relating to these or any of our publications.

Are these documents cancelled and if so, have they been superseded?

This is a very common question and in most cases can be answered via the website or Standards In Defence (SID) News (published quarterly on the DStan website). These carry all the latest information on the Defence Standards that are under review. We also have cancellation notices that can be sent out if a cancelled document is requested (requests must be made in writing). This will contain the supersession or cancellation information.

When will the document become available?

The availability of Defence Standards is announced in Standards In Defence (SID) News. However, due to lead-time some standards are available on the website before publication is announced.

How do I subscribe to Standards in Defence (SID) News?

Contact the Helpdesk and you will be sent email notification when SID News is issued. Please remember to keep your let us know if your email address changes! Please note that SID news is no longer produced in hard copy but can be downloaded from the DStan website.

Can you help me obtain Civil Standards?

MOD staff can freely download civil, European, ISO standards and other documents on the Abbey Wood site via the library licence with IHS. A user name and password are required.

Why are civil standards preferred to Defence Standards?
 

It is UK Government and MOD policy to "encourage reliance on standards that hold sway in world markets." This means that civil standards are preferred because they reduce barriers to international trade by encouraging competitiveness. The authority for this policy is Command White Paper 8621 "Standards Quality and International Competitiveness" dated July 1982. Further details are in <Defence Standard 00-00 Part 1 > Paragraph 26 and Annex T where the order of preference for the choice of Standards is stated. Defence Standards should only be used where; there are no suitable civil standards. This information can also be found on the AOF

Where do I get NATO Standardization agreements (STANAGs) and Allied Publications (APs)

Unclassified Promulgated STANAGs and Allied Publications:
MOD Personnel: Documents are available from our Intranet site (www.dstan.dii.r.mil.uk ) or through our Helpdesk.
All Other Customers: Documents are available from IHS Technical Indexes (TI) on 01344 328089 or Infonornes London Information (ILI) on 01344 636300.
Classified Documents:
Requests should be made in writing (email acceptable) to the DStan Helpdesk stating Contract Number, MOD Point of Contact and as much information as possible to progress the request.

Where can I access information on DTD Specifications?

All available information can be found at the DTD prompt on our website.

How do I gain access to the US DOD site?

Using the "useful links" prompt on this website, you can access ASSIST . Follow the prompts on screen for registration.

Where can I get information/ advice regarding NATO Codification?

UK NCB are the MOD experts. You can visit their website via the "useful links" prompt under the block entitled MOD (UK). The UK NCB can also be contacted by e-mail, the address is ncage@ukncb.co.uk

How do I use the Search Facility on the DStan website?
 

The search facility in place at present will search on all words placed in the search field. Once the search has been set you will find there could be 1000+ standards identified! At the top of the result screen, a drop down box will appear; use this to refine the search to "find exact phrase" (this should narrow the result down to a more manageable number).

What is MoD policy on the use of obsolescent standards?

Defence Standards declared obsolescent shall not be updated and therefore are not to be used for the purchase of new equipment. Obsolescent Standards are only retained for reference purposes in connection with the maintenance of in-service equipment. Prior to declaring Defence Standards obsolescent, users shall be informed by advertising the intention in Standards In Defence (SID) News and on the DStan Web site.

Why do some standards have a status of "Interim"?

Interim Defence Standards are the means of quickly publishing new standards for urgent requirements and are provisional due to the fact that they are not subject to public comment. All interim standards shall be reviewed within 1 year from their date of publication, taking account of comments received and subsequently published as full standards, removing their interim status or cancelling the requirement.

Why is the DStan website showing a Standard with an older issue status to that stated in SID News?

It is most likely due to your computer system set-up. All users are advised to refresh the screen they are viewing to ensure that the latest version of information is displayed. Please contact the DStan helpdesk if you are in any doubt regarding the latest issue of any Standard we hold.

How often is the web site updated?

The internet site is updated usually weekly (as is the MoD intranet site), however the actual Defence Standards are updated on the website as soon as our internal Standards Management Information System is updated. Please call the DStan Helpdesk if you have any queries regarding the website.

Why do you list unsponsored standards?

The list of unsponsored standards is posted on the DStan website to inform users which standards require sponsorship support. We look to key users of standards, or business groups with a prime interest in a particular technology area to have technical responsibility for those standards and to arrange for their maintenance. Sponsors would determine priorities for this work and would task the most appropriate resources to carry it out.

Can we provide DStan with a list of standards that we use to allow DStan to inform us of changes in issue status etc?

Unfortunately we cannot offer this service at present, however please note that the DStan website provides full information on the latest issue status. You can also request (free of charge!) to be notified when Standards in Defence (SID) News is published on our website. This publication gives details of all new, upissued, cancelled and obsolescent standards. If you require further information, please contact the DStan helpdesk.

What is Standards Verification and why do I need it?

DStan recently carried out a study into the use of Defence Standards in MOD contracts.  The study indicated that around 73% of contracts are calling up cancelled, obsolescent or incorrectly identified Defence Standards.  This is a major concern that risks serious contractual, financial and legal implications for the MOD .
It is now a mandatory requirement for all IPTs to seek DStan verification for all Standards included in MOD contracts in excess of £5M .

Who would provide me with Standards Verification?

DStan now provide a verification service through the Helpdesk for IPTs, which checks Standards proposed for inclusion in contracts to ensure that they are extant and correctly identified:

How can standards support Technology Exploitation?

Where it is appropriate and sensible to do so in terms of the technology in question, and where a sufficiently high Technology Readiness Level has been achieved, the outputs of Defence Research can be published as Defence Standards. There are many advantages to using Defence Standards to make research outputs more widely available for applicable technologies, and some of these are listed below :
•  DStan has a customer base of many tens of thousands of standards users. Publishing suitable research outputs as Defence Standards is a fast and convenient way of disseminating this information, not only to MoD staff but to key industry users of standards.
•  New Standards can be highlighted on the DStan home page or by brief "Welcome to DAWN" articles, instantly advertising their availability to DStan's wide customer base.
•  They can also be advertised by introductory articles in Standards in Defence (SID) News, which is published quarterly on the DStan Website (hard copies of SID News are no longer produced).
•  Defence Standards are easily downloaded from the DStan website, not only on the MoD intranet for IPTs and support groups, but also on the internet. They are therefore easily accessible to a wide customer base.
•  The DStan internet site has a search facility which can quickly return information on standards related to specific technologies.
•  Defence capabilities are frequently dependent on a number of new technologies. Firming up on the position of one of these technologies by publishing it as a Defence Standard can be the catalyst for further development of the overall capability .
•  Customer interest in new Defence Standards can be indicated via DStan's existing website monitoring metrics , which can provide the number of downloads attributed to particular Defence Standards.
•  Defence Standards can be easily referenced by number, title and issue status in contracts and in requirements documents.
•  Defence Standards are authoritative, configuration controlled and can be quickly updated.
•  Defence Standards can give a high level of visibility to research outputs.
