Achieving Interoperability Through Standardization Excellence

DStan's main purpose is to develop, facilitate and communicate UK MOD standardization policies, standards, procedures and guidance on standardization issues.

DStan is part of the Procurement Development Group (PDG), a Support Group within the Defence Procurement Agency (DPA). The leader of the PDG acts under the authority of Executive Director 4 (XD4) of the DPA.


DStan's Responsibilities Include:

To seek actively to harness support in MOD and Industries for standards, co-ordinate and identify MOD’s developing standardization needs and formulate plans to meet these needs effectively, either through the use of civil standards or where these are not available, through the production of Defence Standards.

To evolve and develop proposals for the improvement of MOD standardization policy and practice, for consideration by the Defence Materiel Standardization Committee (DMSC).

To co-ordinate/represent the MOD's position on national and international standardization bodies, where policy can be decided or influenced within available resources.

To provide and co-ordinate the facilities and infrastructure (guidance, help and where appropriate the use of Service Level Agreements) to support drafting of Defence Standards (Def Stans) and standards being developed in e.g. NATO with the aim of ensuring that suitable and current standards are available for use in Defence Procurement.

To co-ordinate production and distribution policy for Defence Standards, and to periodically review the need for, and currency of eg. existing Defence Standards and departmental specifications.

To provide the secretariat for the DMSC and Technology Policy sub-committees of the DMSC, and ensure wide, appropriate and effective departmental representation.

To provide the MOD focus and Focal Point for Standards co-ordination:-

  • With DTI in relation to national and international civil standards policy issues.
  • With BSI in relation to national and international civil standards - including committee representation and draft standards for comment.
  • For NATO Defence Support Division's Stanags.
  • For ABCA QWG(MATS) standardization.
  • For Defence Standards enquiries.

To publicise and promote the benefits of using standards (including Defence Standards) to DPA Integrated Project Teams, PAOs, Central Staffs, other Government Departments and Industry, and to identify areas where introduction of standards would be advantageous.

To monitor and audit the standards output of devolved standards producers to ensure published Defence Standards meet centrally defined criteria for content and format.


Defence Materiel Standardization Committee (DMSC)

The DMSC is the MOD authority for policy on materiel standardization, metrication and the rationalization of technical procedures. The committee promotes and facilitates standardization in the MOD through the use of international, regional and national civil standards, international military standards, and where no other suitable standard exists, Defence Standards. The major activities undertaken by DStan in support of the DMSC are:

  • developing and communicating authoritative guidance on the intelligent application of standards (reflecting the aims of Smart Acquisition);
  • participation in, and support to, standardization and interoperability in the NATO, ABCA Armies and UK Outreach fora;
  • involvement in the work of the British Standards Institution (BSI), including its participation in international and European civil standardization bodies;
  • influencing, monitoring and reacting to European Union (EU) documentation associated with standardization through the Department of Trade and Industry (DTI); and
  • ensuring the efficient production, distribution and management of Defence Standards and the reduction of Departmental Specifications and Standards.

The DMSC reports jointly to the Chief Executives of the Defence Logistics Organisation (DLO) and the Defence Procurement Agency (DPA) and produces an Annual Report. Its Terms of Reference are also available.

Naval Defence Standards Policy Committee (NDSPC)

On 31st March 2000, the Naval Engineering Standards (NESs) portfolio was harmonized with the Defence Standards portfolio. The Naval Defence Standards Policy Committee (NDSPC) continues its oversight function of the naval Defence Standards and its Terms of Reference are available.


The Way Forward

In order to sustain maximum effectiveness, there will be regular reviews of customers' requirements, the services provided, the Defence Standards portfolio and the management of internal resources. DStan will establish its position in the market place and achieve its mission by: 

  • Placing greater emphasis on the development and communication of standardization policy
  • Providing the central focus and knowledge base for all standardization services.
  • Providing procedures, training and advice to MOD organisations developing and maintaining their own Defence Standards portfolios
  • Establishing an electronic standards environment thus providing customers with a more extensive and easily accessible route to standards information.
  • Expanding and focusing its business in response to market intelligence.
  • Actively promoting the benefits of standardization
